Help, Tried to Xpher a WOW toon to a new account and cannot, same name

Hey, I just bought a new toon and i am trying to xpher it onto a new account just to be safe. ATM i cannot move it because when i try a Account to Account xpher it says the new account is not eligible. Now i 100x checked the name that my seller gave to me and I have made the account and upgraded with TBC. Is there anything else i need to do that I am missing? Thanks

Only other thing I could think of is maybe it's a EU acc? But yeah it's prob just wrong last name.
