What is the dispute about?

I tried purchasing a 180$ Warzone account he was selling and after I paid him he told me to wait, it became roughly a few hours or close to a day and he finally told after countless messages and pings to him he told me that he couldn't remove the 2fa on the Activision account, and he told me to request a refund from PayPal. One I can't request a refund from PayPal seeing as it's a Friends & Family payment. I requested an amount of 180$ on PayPal and it has been 24 Hours after reminders and notices sent to his DM and he has yet to respond to these. I feel like he should clearly be banned from the site as he is refusing to send me 180$ back on PayPal.

I can't cancel it anymore as he has already claimed the money, Why can't the seller just send me a payment of 180$. He is asking me to go to paypal for a refund KNOWING you can't get refunds for Friends & Family payments from PayPal.

You know what just to prove this all to you @kev1g I'll literally call paypal and record the entire conversation and send the link to the call just to PROVE to you they don't issue refunds for transactions such as these seeing as it's done under F&F

The Only thing, I will ITERATE again, The ONLY thing it allows me to report since it is a PERSONAL Payment is, an Unauthorized Payment which I have to change all of my INFORMATION on my PayPal account if I proceed, in turn this wasn't unauthorized so I will ask again please just send me "180$" to the Email I specified to you.
