The bad guy is jayjay013. His name on epicnpc is similar to the one he was making Paypal transaction. He's in New Zealand. The date he was making the transaction is similar to the date of the chat. He confirmed the succeeded transaction via chat and 4 days later he asked for a refund with Paypal. I didn't notice it since I rarely check my Paypal till recently. He does write the Paypal description: "Genshin Impact Account".
This is the proof of his crime. I just don't know what to say. He's just a criminal.
