What is the dispute about? User recalled a World of Warcraft account that purchased from him on 11-06-2014

Provide information about the dispute and what lead to it: On 11-06-2014 I contacted Darkskylar about a 90 mage he had listed for sale almost two months before (thread: http://www.epicnpc.com/threads/670226-90-Mage-Legendary-Cloak-Ilvl-543). He said the account was still for sale and we settled on a price of $70. He said he couldn't accept paypal because a previous dispute had left his account with a negative balance, and requested I pay via Skrill or buy him $70 in Rixty cards for a new game he was playing. I couldn't get Skrill to work and, although I would almost never consider the latter option, I ended up buying the cards as he had a significant amount of good rep over the last year and seemed trustworthy.
Fast forward a few weeks, I'm out of town and notice several e-mails from Blizzard about the account password being changed etc. basically indicating that the account was recalled. I logged onto skype and messaged him, and he claimed that his roommate had stolen his laptop and gotten access to all of his wow account info, epic npc account, and skype login and used those to sell the account. With the diction and vocabulary of an infant, he sent immature responses littered with lol's and basically just told me to recall my payment, which he knows that I can't do because of the nature of the method of payment. Additionally, his story doesn't add up at all as I purchased the account almost two months after it was originally listed for sale. If his laptop was indeed stolen and the thief had somehow miraculously managed to access all of the necessary info to sell the account, he would have easily had enough time to recover everything well before the time that I purchased it.
At this point, it doesn't look like there's anything I can do to get my money back and he obviously doesn't intend to let me keep the account, so I'm hoping that he will at least be banned. I also plan to call Blizzard and get the account banned.

Did you do any background searching before the transaction? Yes. Although the user has only been on Epic NPC for less than a year, he had 14+ positive rep and I assumed that was enough to verify he would be trustworthy to purchase from.
Have you traded with this person before? No
Approximately how many transactions have you done on EpicNPC? Too many to count. I joined Markee Dragon in early 2007 and have remained active on the forums throughout its transitions from site to site. Over the course of seven years I have never received a single negative feedback.
