Provide information about the dispute and what lead to it:
I agreed to purchase the account on EpicNPC. Seller then directed me to Skype, where we finalized the transaction. It took over an hour for him to get paid to his satisfaction(his account isn't linked to a bank, so it had to be done through invoice*red flag I didn't see*). After that was settled, I was given login info, which worked. I inspected the account and everything was as it should be. He then hit me up for another small payment because he forgot an item was on the account. The account was a good deal, so I paid him the small amount extra. Once I was in possession of the account, I changed the contact email, password, and enabled 2 factor identification. The next day the login will not work. When I attempt to recover the password (which I DID NOT forget) I was informed by the system that the account had been deactivated. I contacted the seller, and he played dumb. I asked him directly if he reported it stolen, and he said no. He said he would "fix it". See attached evidence of him admitting he reported it stolen. There were also several attempts to break through the 2-factor authentication, with an IP address coming from Israel, which is where he lives. See attached evidence. I told him he had a small amount of time to restore my access or I would file a dispute with PayPal. He tried to stall, and when the deadline passed, I entered into the dispute on PayPal. During the dispute the seller told me that he would give me access to the account again. He provided a password that did not work. I think this was a stall tactic. He did not respond to the dispute for 3 days, and now it has been escalated to a full claim. While all of this was going on, he RELISTED the same account on EpicNPC, and Reddit. See attached evidence.
Currently the claim is being processed by PayPal.

This induvidual is still actively selling things on EpicNPC. I hope you take the appropriate action and help prevent others from getting into my situation. I have contacted moderators on EpicNPC twice to try and warn them that he HAS scammed me, and IS TRYING to scam others, but have been brushed off both times.
