Provide information about the dispute and what lead to it:
All seemed well, asked him if it's been banned before, locked, ect, he replied with a no. I asked if it's been sold before, he states this account has never been sold. I purchased the account, trusting him, and look through the tickets to make sure it all checks out and there are tons of tickets ranging back from roughly 2011-2012 about being hacked, locked, wanting to change the name, ect.
I then asked him for a refund since the state of the account was not as described, and he agreed. He states he spent most of the money already, within a few hours on EVE skill injectors, which was cool, because I'm a patient guy.
So we finally concluded and agreed on a date to issue the refund, since he had to "speak with his wife" and clear it with her first, Friday the 16th was the date we agreed on, I even reminded him beforehand on Skype. Friday comes around, nothing. I emailed his paypal email from mine, no response. I have opened a dispute with paypal as well.
Other details / notes: I am not calling him a scammer, I'm saying he may of overlooked stuff on the account because yes, it is an older account, but the date he chose to refund me on has passed.

Contacted the buyer, quit WoW for a bit and came back to find that it was resold to me, not sure what happened there and why it was recalled.
