ok so i was scammed $400..i bought a warrior then the account was locked up from him, and now he is not refunding my money..has anyone had any luck recalling money on paypal? if so, please explain how you did !! i really need help

Paypal no longer refunds for untangible goods, unless they are bought on Ebay, which, according to the policy there, is no longer allowed unless the information is downloadable.
