Provide information about the dispute and what lead to it:
The deal was for Meyer91 to sell a Dota 2 account worth $70 to his buyer about53canadians.
I took over the account, changed all the info, and gave the buyer a green light to send a western union payment to the seller. It was in the evening, so we had to wait for Meyer91 to pick up the payment in the morning.
What I didn't notice is that on the email account that was provided, forwarding was set to some gmail address, which allowed the seller to spy on the incoming messages.
The payment was picked up at around 7 AM in the morning, as soon as post offices opened. Minutes after that, the account was recovered.
I checked at around 1 PM and noticed that the info on the account was changed and saw the notifications on the email account, which I still had control of. Meyer91 still did not reply despite being online on skype. He bumped the same sale thread at around 11 AM. When I saw it, I banned him as prevention since it's a clear indicator of scamming. Took me awhile to figure out how he was able to take back the account, and remove the forwarding on the email account.
He later contacted me at around 15:30, saying that he didn't recall the account and that there was forwarding on the email because he got hacked few days before. He asked me to provided him access to the email so that he could open a Steam ticket. I refused, he went offline and never came back.
I then sent a support ticket to steam in hopes to recover the account, since I still have control over the creation email.
Timeline:
Nov 15:
22:31 - I took control of Meyer91's Steam and email accounts.
22:43 - Buyer sent a WU payment of $70 USD to the seller.
Nov 16:
Somewhere between 7:00 and 7:20 - Payment was picked up by Meyer91
7:20 - A password reset is initiated on the account
7:32 - Seller took the account back by adding his phone number on it.
11:40 - He bumps his sale thread (of the account that he sold)
13:30 - I noticed the account was recalled
13:40 - I banned him after noticing his thread was bumped
15:20 - I have removed the forwarding off the email account and opened a Steam support ticket
15:38 - He contacts me and eventually asks me to give him back the email too
15:49 - He blocks me on skype after I refused. He blocks the seller as well.
[HIDE=99999]Current status: I still have the email account, support ticket is still open, he still has us blocked on skype (his display name changed to his username, which indicated a block).
I understand that I should not have banned him myself, but I did so as prevention from further scams because his actions are enough proof. I waited with the dispute because the account is still being contested (to avoid publicly revealing any information), but apparently Steam support takes way too long to respond.[/HIDE]
