What is the dispute about? Overwatch Account

Approximate value of property: 30 Euro
Was a middleman used? NO
Provide information about the dispute and what lead to it: We had a deal for half and half. I sent 15 euros, and he would send the account. Then I would send the other 15 euro via paypal.
He was extremely hesistant about sending me the account before I sent him the 2nd 15 euro payment, which I thought was suspicious. I changed the account info and everything else looked good, so I sent the 2nd 15 euro payment then I realized the account had a demo version of overwatch. I looked up his battletag and realized it didn't even have a level, and when questioned about the battletag he pretended to not understand.
In addition, he repeatedly claimed he never got the 2nd 15 euro payment in a attempt to scam more from me.
He claimed the account was level 40, which is a blatant lie. He has also edited his original post and deleted the proof that it was a demo account.
I have proof of both payments being sent if Admin needs it.
