Reported problem: Buyer fire a dispute to recall money back from paypal. He claimed that the account has been login by someone else but didn't provide any proof. He got his account full access after his second installment payment a week before
Outcome of dispute: Opened a chargeback for the payment they made to the seller & never responded to the dispute.
