What is the dispute about?
Scam accusation. I made a deal with this user of 160 billion in-game currency (silver) of GamezBD for $280 dollars. Due to his 'good reviews' and being verified on the forum I accept paying him upfront. Upon my payment made he showed me that transaction was on hold as the screenshot. According to my request to Paypal client service the transaction was finished on 19 SEP, exactly 24 hours after the payment. He has not replied to me ever since that time and block/delete me on Discord ever since. I also sent him message before and after the payment, and he has never replied after giving me his Paypal account.

Other details / notes:
I have erased my name off the screenshot of payment for my privacy, but can upload the original version or send it to staffs in private if they deem it necessary.
On the payment details page on Paypal his email is not directly visible, presumably because he disabled contact option. But the identity of the recipient (him, the accused) can be seen from screenshot that this user is him according to the email he gave me.

I did not censored the name (supposedly real name) of this person's Paypal account since it can be easily revealed by the Paypal account email account, which I think is the critical evidence to prove my payment to him. Please advise me to censor it if otherwise

I never gotten payment for starters cause even as stated it says there was a unusual problem with the money so I never gotten it yet even showed him I haven’t gotten it! As for the other Accusations on me I resolved them by refund or giving them the silver… there for when I actually get the money if he doesn’t want the silver I’ll refund it but I can’t refund money I don’t even have………kinda how it works.

Please, don't say anything that has no proof to support it. You are lying against the fact that just got posted above.
Firstly, it was you sending the sceenshot of the transaction being on hold for 24 hours.
Secondly, it was also you who sent the screenshot of client service saying it could be on hold for up to 48 hours, but never 'in days'.
Thirdly, if you claimed you never received any money and it was only on hold, post the latest screenshot of that transaction so that we all can see it was received, refunded, cancelled or whatever status it is in.
You have already waste my time and money, dont do so to staff member here.

If a transaction is suspicious which your money is then it can take days obviously u don’t read PayPal TOS with Suspicious Payments

This type of transaction aka a suspicious transaction cannot be refunded cause it’s a suspicious transaction meaning it’s on hold and can’t be refunded when you press the bottom button of the holded transaction

Firstly, 1.06 am, on what date? 1.06 am 19 SEP before the 24 hours limit when the transaction was still on hold?
Secondly, why don't you post a screenshot of that transaction history taking now, or any confirmation of the actual status from client service?
Thirdly, what do you try to indicate with that reply 'This type of transaction cannot be refunded' ? Does it directly indicates that you never received the transaction or its just can't be directly refunded for some reason?
I believe at this stage I should leave staffs to look into this problem.

Post the screenshot of the transaction now, instead of a client service conversation screenshot you took before the transaction is completed.
My evidence from client service clearly indicated that the transaction has been completed and money is now in your balance.

I got the refund button on the holded transaction and it says can’t refund contact support and it sends me there and says that so I can’t do nothing with no money too Refund you can’t issue a refund with money too refund cause I haven’t gotten it Like IT EVEN SAYS!

Edit: I'll stop posting further until a staff member intervene and suggest me otherwise, since the post has become too long and too much to be processed conveniently and going nowhere without the accused user not providing any solid evidence as opposed mine.

Here you are. The 'new evidence' same as all screenshots that were taken after the completion of the transaction. Instead of posting screenshots of being unable to refund due to some reasons you explained yourself, why don't you just do the same as I did and directly ask the client service about the transaction status a.k.a. if it is completed and if you received the money or not? Also I'm still waiting for your evidence of showing the current status of transaction 8E821347LR410604V.
That's why I kept asking you the same thing, the direct evidence, which you still have not provided.
If the staff member deem it necessary, I can record a video of me logging onto my Paypal account, checking the transaction history, asking the online client service to confirm the transaction status. The question is, can you?

Currently he has been banned for failing to resolve another dispute against him. In order to be un-banned he will have to resolve both this dispute and the other that he was banned for.
