New iTrader Dispute Forum

I added a new area to the forums "Reviews, Disputes and Scammers" which will encompass all the scam forums, review and the new iTrader Dispute forum, as well as the old feedback forum.

Since we enabled iTrader earlier this month, its become clear that we need a dispute forum since some people aren't using the system correctly. This way we can solve any issues that come up with feedback disputes.

Agreed, this would reduce the amount of people abusing it.
