Feedback is only allowed if a transaction started. This means either payment or item/service was exchanged. If nothing was exchanged, feedback is not allowed.
I do not see any evidence that shows anything was exchanged in this thread.

Banned - Abusing feedback
As said by @EpicNPC although sale/trade was not initiated. Information of the item were given. Information given were false meaning attempt selling with deception as mention in my case.
How is attempt of selling with deception not ground for a negative or even a neutral feedback? Attempt of selling with deception can be ground for rudeness to the extreme if (non-extreme) can be neutral.
I understand that the particular member has been with EpicNPC since 2007, a feat in which he proudly mentioned multiple times over on our discord conversation. But such feat shouldn't exempt him or anyone of his particular stature for a negative feedback.

Furthermore, as mention you can provide neutral feedback to say the least

Seller was slow even though promising to sell me the next day on a guaranteed time frame 8-9pm, even messaged him on discord within that time frame but he did not have the courtesy to mention any sort of delay. Instead I get a message the following day that he ended up going to a friend's house to watch an NFL playoffs games as a reason for not being there on a guaranteed accepted time frame. You can understand my frustration when I've made time for this person on a busy schedule, but get a no show. When I made time for him the next following day after, he further refuses to sell me the account and accuse me of being a reseller.
Furthermore, account information is given. According to the feedback rules update as long as Information of the item were given in an attempt for sales. This can be considered as exchanged. In my case, information of the item given is false backed by evidence from the previous owner. Selling with deception can be considered rudeness to the extreme.

I'm sorry, but asking questions about the item or service does not count. This would essential allow feedback for anything since buyers normally have questions before buying.
