What was scammed?: 80 Tauren Druid

Approximate value of scammed property: $525 USD
Was a middleman used?: No
Describe how you were scammed: The account was re-called 3 weeks later by who we determined was the OO. We were unable to retrieve the account and he offered a refund of my money.
Other details / notes: He's been basically feeding me excuses since November as to why he is un-able to repay me. It first started out that he was opening his new website and come Cata he would have lots of sales to reimburse me with. Later he began telling me how slow the market is and such. After this he brought up that he had quit his previous job and was seeking employment. Just recently he told me he had found a job but I haven't heard from him since. During this time he's been active on the forums bumping his WTB WoW accounts (How can he buy accounts when he can't afford to pay me back?) post and I've seen many listings on his website & mmobay vanish.
Basically it's been around 5 months and I just want some sort of a refund.

Did you do any background searching before the trade?: Yes
Have you traded with this person before?: Yes (Had previously purchased from him with no issues)
Basically at this time I just want this resolved as it has been dragged out too long. I'd even be happy with a partial refund just to end this mess. TCG or Gold even would be accepted as refund options.
