How do you report a user for theft ?

I just got ripped off by user VIOSIS3 , it was a small amount of money so I did not use middleman but it sill sucks. At least ban his email and whatever else you can do. He goes by the name Satori on skype so be on the lookout. I already reported him to SOE but It would be nice to see him kicked out of here.
