What is the dispute about? Seller refusing to give account or refund the money sent.

Provide information about the dispute and what lead to it: Sent 90 RM to him thorugh paypal for buying a gold 3 account. He told me since I used goods option instead of services he will be refunding it to which I agreed. When I asked when he is planning to refund he promsied to refund within 48 hours or he would just give me the account instead. After that when i asked him again about refund, I realised that he sold the account to someone else without even refunding me. He told he would bring a silver account to gold and then give it to me. I hesitated but agreed again, telling him to give the gold account before the season ends since that was what I paid for in the first place. Season ended and still got no reply for him. When i told him to give the refund he stopped replying completely. I believe has blocked me.
Other details / notes: Each time he came up with a new excuse and failed to keep his promise while having my funds with him. I request action to be taken against him. This is the first time I am facing a problem from someone on epicnpc.

Did you do any background searching before the transaction? I did and he had sold accounts before and had some rep to him but I guess that does not matter anymore.
Have you traded with this person before? Once, there were no problems that time since he refunded instantly due to mutual understanding.
Approximately how many transactions have you done on EpicNPC? 4 ; Sold 3 accounts and bought 1. This was supposed to be my 5th.
