Dispute with blackdeath.1492

[GrandMaster23]

I was contacted by Exoticgaming1717 from one of my posts on here, because I wanted to buy an Ashes of Creation kickstarter package. Claimed he had two for sale at the time the "Braver of World's" package which he was selling for $480 and the "Leader of Men" package which he was selling for $980. We added each other via Skype and I sent the $980 via Paypal. Its going on almost 2 weeks now and still no account. Fails to get back to me and promised me a refund multiple times and never received it yet. I have the Skype conversation on my phone.

The guy was using Exoticgaming1717 name on Skype to look good. His actual Skype profile name is blackdeath.1492

Scammed me and I paid him 980 for an account he didn't have.
