Change feedback from negative - neutral to positive

The order was delayed due to technical difficulties not within my control. @Tazas left negative feedback due to the delay. According to the rules, it can only be neutral, not negative if it is something non-extreme.

Update: User @Tazas has agreed to change the originally supposed to be neutral feedback to positive feedback.

Changed to neutral as we don't remove negatives.

Based on the description left in the feedback, I dont think it was intended to be neutral.
