What is the dispute about? I paid him $30 for an OW account, but all he gave me was an email address that wasn't even tied to an actual Battle.net account.

Provide information about the dispute and what lead to it:
I sent him $30 as a gift through Paypal as he requested. He then sent me bogus login information. He then claimed I had somehow hacked his hotmail account associated with the email address which is ridiculous. He then turned into a troll as he claimed to be an 11 year old child who "cant talk to strangers" before ignoring me on Skype. He used the same excuse as he refused to answer my Skype calls in an attempt to clear up any mistakes he might have made with the spelling of the email or something like that.
Other details / notes: I would like to save the Moderator's time, as well as my time by quickly explaining the situation via a Skype call + Screenshare. I am a very busy individual who does not have time to be worrying about $30, but at the same time, people like this who blatantly steal from others disgust me. Please contact me at the Skype username I have listed above so that I can screenshare and explain the situation. It will take 10 minutes of your time or less guaranteed.

Did you do any background searching before the transaction? A bit. I saw he had 2 valid feedbacks on his account which made me optimistic. I should have seen his other forum threads where he was pulling the same scam however.
Have you traded with this person before? No.
Approximately how many transactions have you done on EpicNPC? Maybe around 3 and all as of today. I stay off forums like these whenever possible for reasons exactly like this.

I kept messaging him on Skype and we ended up having a long argument about right and wrong and the immorality of stealing from others. Here is a screenshot showing him admitting to "doing it for the lulz".
