What is the dispute about?

I bought an account from meguschan on May 18, 2020 for the Digimon Masters Online game. At first I was a bit worried due to it being linked to a Steam account, but he asured me he'd give full access to it.
Transaction went smooth, and I didn't see many problems since he had positive reputation already on the site.

I did enjoy playing the game for a good while, but due to personal problems (I believe the pandemic took it's toll on everyone) I had to make myself absent both to game and internet in general for a while.
When I came back, around July 10th, I was surprised to see that the account had been accessed by another device, but when I came onto EpicNPC, he had already messaged me saying that somehow the "account was given back to him", as you can all see on the screenshots provided.

At first I was somewhat puzzled, and since he had contacted me before I had even said anything, I gave him the benefit of the doubt, and he went ahead and took all the steps to provide me back the account. And so, I did all steps to try and ensure to change every information possible on steam, however it seems steam holds a very abusable system, where you can never truly erase the original email for an account.

And so, recently on August 14th, while I was still on break from gaming on pc due to personal reasons, I was once again surprised by another attempt of account access. This time, however, the system I mentioned above was successfully abused, and as such the user asked for an account lock, thus making it so Steam asked for more personal information about the account to be filled in order for the access to be regained.

Of course, since he was the original owner, he had all the information needed, and thus albeit I did give in whatever information I could, and mind you, I did spend money on the game after buying the account (something around $40~50), thus being able to even provide receipts and whatnot, still Steam deemed his attempt to regain access more trustable, and completely locked me out of access, as he completely deleted my email from the account in question as soon as he regained access to it.

I've attached proof to this post (some are inevitably in portuguese since I'm Brazilian, but a quick run through translator or consulting someone who knows the language should be enough), ranging from the chat here on Epicnpc, to email received from steam about the account being locked, and the response from steam saying he provided better information in order to reclaim the account, as well as the paypal receipt confirming I paid him the $70 USD for the account (my personal information redacted for obvious reasons).

I also already filed a dispute on paypal to try and reclaim my money, however I'm not too confident on it since quite a bit of time has elapsed, and back then he made me confirm the transaction do receive the money on hold.
