What's the exact method for changing bnet account real name?

Many say that it's possible to change the bnet account real name by paying but I don't understand what they mean, who do you pay? and what does he/she do exactly?

Is it impossible for the original owner to recall the account after you change the real name?

It's never impossible for the original owner to recall. Changing the name just makes it harder.

Name changes can be done by anyone, however most will fail. You have to convince support that you either used a fake name when registering, got married and your last name changed or something else along those lines. Normally these services require forged documents, which is illegal, and why we do not allow these here.
