Want to buy from user with no reviews and negative credit balance

I want to buy a War Thunder account from Ibragim006, who has no reviews and a balance of -25 credits. I don't know how you get a negative balance, but the account has been posted for a couple months now and the price has dropped from 600 to 400$. I'm a bit weary about buying, does anyone know anything that may help? I am relatively new on EpicNPC and don't want to get scammed.
