I paid for the Epic upgrade and it said it'd take about 24 hours. I have the receipt from PayPal, but I'm not sure if the transaction went through on this end? I've got a verified PayPal and everything.

Hello, yes the upgrade can take up to 24 hours, if you are PayPal verified don't worry, you should get your new badge soon
