[TrustAp question] Does a buyer need to register to pay?

Had a potential buyer earlier from Vietnam, but my payment methods weren't a fit for him.
So I went and offered TrustAp, but he said he needed to register and to be from eligible countries to register (just like as a TrustAp user in EpicNPC).
Is that normal, or is there workaround for it, if a buyer is not from one of the eligible TrustAp countries?

Sellers are limited to what countries they're from, but not buyers. Trustap accepts credit cards from nearly all countries.

If the buyer is giving you that as an excuse it's because they don't want to use escrow.

Beware fake screenshots. Very common of scammers when they're trying to make excuses why then can't use Trade Guardian services.
