What is the dispute about? The seller received remuneration and did not fulfill the order as promised while claiming that he has done it.


Other details/notes: The seller did not fulfill the order as promised and claimed to have already done it. Seller approached me on discord offering Pso2 ship 3 Meseta at $0.12 - $0.15 rate, agreement eventually settles with $0.13/mil. After verifying with him on Epicnpc, I ordered 1bil Meseta which came to be $120 USD STEAM Wallet codes. The seller did not agree with PayPal as a method of payment, because my country does not have an F&F option. Eventually, the payment was agreed to a $120 Steam wallet code. The first attempt was 1 x $100 STEAM wallet USD code and 1 x $20 STEAM wallet USD code, Ship3Chad told me the $100 STEAM wallet USD code was invalid. So I offered to get a new $100 worth of STEAM wallet USD code in the form of a 5 x 20 STEAM wallet USD code to complete our transaction, while I settled the wrong code on my side. ON 20th Jun 2021 approximately 0100 UTC time, we started our transaction, I gave him a 5 x $20 STEAM WALLET USD code, which he concurred with me that everything went through smoothly. I assumed I have fulfilled my part of the deal, I waited for him to complete his part of his deal which is to give me 1bil worth of Meseta through the auction house of PSO2. Things started to get suspicious throughout the conversation as depicted in the attached screenshots ( SS10 - SS12 ). He told me he has completed the transaction and has video proof of it, while on my end, nothing was received, no Meseta, no video evidence, no screenshot, just words, and excuses.

Proof: Attachments. P.S. my timing is Singapore UTC+8, certain information had been partially/entirely removed/covered up to protect previous transaction dealer and personal data, if Admin requires additional information, I will provide it to the best of my ability

To add to the possible damage, there is a possibility that the $100 USD has been probably redeemed by him as well, according to steam support, the evidence here might not be sufficient, as third party provider might also provide redeemed steam wallet code, however with his dodgy action and reply, the possibility seems high to me.

After the first issue with the steam code I was very skeptical; thankfully the following codes I received were able to be redeemed, after verifying them I restarted my PC(RAM leak) and purchased the requested item from the shop I was told to buy from, I made sure to confirm this with the buyer right before I did it, yet as you can see from our DMs he claimed I did not make the delivery, this instantly raised several red flags and prompted me to save DVR footage, unfortunately it proved to be pointless as my OBS wasn't set to record PSO2 so what I got was 10 minutes of a black screen with audio, there was nothing else I could show besides a screenshot of me confirming that I purchased the item, and in PSO2 that wouldn't qualify as verifiable proof so I chose not to entertain the conversation further in our DMs.

What I received as payment was $120 in working steam codes, what I delivered was 1bil+tax to the character & player I.D requested by the buyer via player shop.
 
@EpicNPC CM as the mediator, you are welcome to log in to my PSO2 account with that account serial number mentioned, to verify if the transaction is complete. You can take a look at the sales history which is a server-side transaction log that I believed cannot be altered by any means.

@Moggythecat please get a video of your PSO2 account sales history. Make sure to include an account number so we can know that is the same account, upload a video on Youtube and send a URL to me or CM on private
 
@Moggythecat provided the requested video where is not shown that he received Meseta

@Ship3Chad i will request the same video from you where will clearly show that currency was sent
