Scammer Skype: butterfly.beyond

So this guy was supposed to sell me a Dota2 account with 5.3k solo mmr with full details + clean account (as what he said)

Said he gave the game up 3 years ago and had not lay a hand on the account ever since.
Provided me with an empty email and said he wipe off everything and insist me to believe that it is the original email.
Really suspicious account.
Anyway I went on to check and realise that Steam guard was just activated a day before our deal but the last game played on the account was back on 2014.

So I went on checking and found out that this is a shadowbanned account (wasted accounts that are invisibly banned by valve, can't queue a game with 10 humans and extremely long queue time always)

So this guy was obviously lying to me about everything. I search up his skype in forum and found that hes actually a known scammer.
I confiscated the account and currently had full control over it.(can't return him obviously)
Mod please tell me what to do with it.

unfortunately if its his account, its his account not yours to take.

The account is banned which is totally useless by any mean. He would only proceed to scam others with it.
Any solutions I would take except returning him
