Scammed

Long story short me and a another guy got scammed by the same guy, he was traded my account for his account. Now he has a character I'd be happy to trade for so where waiting for blizzard to open up so we can recall. The problem is that he has both of our names and all account info, We are both OO of the respective accounts and so can provide photo ID and [censored] and were wondering what steps we need to take so that he cannot recall our accounts, any ideas?

you can only make it more difficult to recall but ultimately its not impossible.
background checks on each one of you is the best way.

Ok so i got an email saying the account had been locked etc, I sent in the filled out forms and photo id, but he will still have the ability to recall it yes? and if he does is there anything i could tell blizzard that would get them to change something so it would be impossible for him to do it?
