What is the dispute about?
- Confirmed a deal of $45 USD via PayPal G&S (there's no F&F in Singapore)
- I included a 5% tax, and sent $47.25
- Seller received $44.87
- Account was NOT given to me after I paid via PayPal.
- Seller said he wants to do a refund, but says that the "refund button is missing", and asked me to open a dispute
- I opened a dispute, but he says he still can't refund

I suspect that he is not a real seller and is just trying to scam, as he is going through all this trouble just because he received 13 cents less.
I added 5% to the tax, but sometimes the exchange rates fluctuate over time, hence the missing 13 cents.
Giving him reasonable doubt, maybe he is sincere in doing a refund, in which case he wasted my time by agreeing on a deal, and backing out after I sent the money.
Nonetheless, I will update if he gives my money back. Until then, I would still like to make this report.
