What is the dispute about?
- Confirmed a deal of $45 USD via PayPal G&S (there's no F&F in Singapore)
- I included a 5% tax, and sent $47.25
- Seller received $44.87
- Account was NOT given to me after I paid via PayPal.
- Seller said he wants to do a refund, but says that the "refund button is missing", and asked me to open a dispute
- I opened a dispute, but he says he still can't refund

I suspect that he is not a real seller and is just trying to scam, as he is going through all this trouble just because he received 13 cents less.
I added 5% to the tax, but sometimes the exchange rates fluctuate over time, hence the missing 13 cents.

Giving him reasonable doubt, maybe he is sincere in doing a refund, in which case he wasted my time by agreeing on a deal, and backing out after I sent the money.

Nonetheless, I will update if he gives my money back. Until then, I would still like to make this report.

The deal we both agreed to was $45, not $47. I said I will send $47.25 (which I did), to pay for 5% PayPal tax so that you will receive ~$45. $45 x 1.05 = $47.25

You said you will refund, but I have not received any refunds. If I receive a refund, I will update here

Can you show us the information you have provided to paypal? Click on "see the status". From past experiences, when sellers agree to a refund on a paypal dispute, the refund is done almost instantly. I have no idea why we are waiting for a review (image below, I have received this email 3 times at different timings). Maybe you can show that you are really trying to do the refund by posting an image of what you said to them

@Evelast i would like to see the video evidence which shows that you have the Paypal issue. Please record the steps from when you log with your Paypal account [it must contain a Paypal email] and transaction details including the message you sent.

This feedback is fake on two points:

1) I did not transact with him via this thread. As stated in this report, the transaction thread is https://www.epicnpc.com/threads/asia-9xssr-60-only.1891556/ . This thread is totally unrelated to him.

2) I did not waste his time. As from the evidence in the screenshots, we both negotiated to a deal we agreed on. But after I made payment, he did not give me the account details, nor have I received any refund.

He has also edited Discord chats and removed me.

My comment on your thread only said that I was buying your account. I also edited it to say that I sent you the money but you did not give me the account, in case you are a scammer and try to scam others as well.

I always comment on posts where I buy, so that the seller can't delete them and there is a record in case they are someone like you.

Your comment on mine was defamatory, offensive, and you even left a fake negative feedback on a thread that was unrelated to you (kindly see above about this).

And yes, @Angel , he threatened to show this screenshot and I told him to go ahead. He has been hurling insults and curses at me, and I haven't said anything up till now. I have Indonesian friends and my maids were like family to me, they were nothing like this degenerate.
