Provide information about the dispute and what lead to it: Usilius contacted me and explained he'll give me 2 gift card codes after I transferred 25$ to his paypal. After doing so he provided me 2 codes which were invalid. After I told him so, he sent 2 new codes, which were also invalid. I told him to send me a picture of the scratched gift cards, but he said he couldn't take pictures that weren't blurry and he said he'll refund me shortly, but after more than 24 hours he hasn't made the refund and isn't answering my texts anymore.
