What is the dispute about? Got scammed of my $40 that I paid for the account

If yes, who?
Provide information about the dispute and what lead to it: Well I contacted him on skype to work it out, so then I offered to pay first. I sent the money and then 3 minutes later he blocked me or something, didn't even give me the account.
Other details / notes: Apparently he said he had good feedback and he sent me a link to his profile. It seemed legit... Also he immediately removed me after I sent the money so, definitely a scam.

Did you do any background searching before the transaction? Not really, probably should have.
Have you traded with this person before? No
Approximately how many transactions have you done on EpicNPC? This would be my first, just wanted a cheapish account to play on.
