Wow, that is just weak. Okay then, my apologies. Really unhappy that there are seriously people in the world that do this kind of stuff.

Is there actually some way I can escalate this to some kind of online policing department? This is straight identify theft and online scamming of money.

You can report the imposter to skype, show that they scammed you, they may close account.
You can call paypal and tell them what happened and how he is pretending to be someone else and so forth and probably get your money back and possibly his paypal banned
Also his skype now shows Zimbabwe instead of the united states when spudspear is from.

The PayPal one might be worth following up, and potentially money frozen for him. For Skype, probably not worth it, as he could just open another one in a second, correct? Has there been a bit of history with this guy?

No history but the slight difference in skype name was key for me to check also his location is really africa while the location tab on spudspears posts show an american internet provider. (his ip in usa too though you cannot see.)
If you search the user exiaboosting. on skype he shows his location as zimbabwe and his profile says hawthorne united states so you know his skype is fake. Its kind of hard to see all that when they add you.

I have run into alot of scammers that use skype to scam even small amounts and are from no where near where they claim to be.
