Provide information about the dispute and what lead to it: So I was talking to this guy who added me on skype and said he had experience in making websites and responded to me concerning my website needs. I explained everything to him of what I needed and he said he could get it done no problem, every single thing I mentioned he said he could get it done and only for 40 USD, sounded promising indeed but wanted to be paid upfront even though I told him I had feedback here and could be trusted and I didn't even know his epicnpc account, when I requested his epicnpc account he removed me as he ran out of excuses to make. Point made he tried to scam me and failed, he said he registered an account and luckily I have his IP and it matches to his location! I'm not sure if I'm not supposed to post his IP but his IP is:

please do not post ip's of people and that ip matches no accounts here on epicnpc.

However his skype matches a few banned scammers.

Need to use google before doing deals and if they say they have an epicnpc account but wont post that should be an instant red flag.
I suggest you contact your bank/paypal to get your $10 back
