Safe Buying/Tranfsferring

So after a couple of scams, i am ready to do this right. i am going to buy an account this week (WoW lock or rogue) and i intend to transfer the toon to a new account for my security.

i realize this requires the seller's full name, and i intend to demand that as part of sale terms. of course, they could lie to me, but then i could just recall the PayPal money, right? i'd be out whatever i paid for the WoW/TBC keys to create the new account, but i'd be protected if i use PayPal... please correct me if i'm wrong on this. i want to be 100% sure things are cool this time before i spend my money.

if anyone has a good general walk-through advice for what i'm trying to do, please advise, and thanks very much MD community!

If you're really that paranoid, only deal with people that would be willing to file a notorized WoW retrieval form (be sure to cover the notary fee + making him do this extra stuff in your payment) and send you a photocopy ID of the person attached to the account. This generally means only dealing with the original owner of the account, and you'll have to search a bit to find someone willing to do this.
