RSL purchased an account and it got banned - the seller won't answer

I have purchased an account worth of 330$ from the user @TheLa - after paying him, receiving the account - I see now that the account is banned. I have talked with him asking for a refund, he said he'll give me one - but now he's ghosting me. I have proof of our conversation chat, me sending the money, him receiving it and the current state of the account, if needed.
