This is a dispute against a seller here at EpicNPC towards what I believe is a potential scam attempt. Based on the proof below, his actions are questionable at best so I would like this cleared up.

What is the dispute about?
The Context:
The Seller replied to my EpicNPC thread above stating that he has an account available and gave me his discord ID. I added his discord and we talked for a bit and I decided to buy his account for $70 USD. I added an additional 3.75 USD due to Paypal's tax for Goods and Services (which we agreed that I would cover). I sent the money to his paypal account and he claimed that the money I sent to him was on hold. He sent me a screenshot stating that it was on hold. I quickly discovered that in order for his funds to be released, I as a buyer would have to "confirm receipt" on paypal. Paypal stated that it would take 48 hours before I could confirm my receipt. I notified him about that and initially requested if he could send the account details beforehand since I technically did send him the money already. He denied my request and I accepted that as I knew that would put too much power in the buyer's hands with the seller's money still on hold.

I decided to contact Paypal Support anyways to see if I could get the seller's money released ASAP. The first agent responded and asked me to verify if I wanted the funds to be released, which I said yes. Support then notified me that the funds have been successfully released to the seller. I notified the seller via discord and he said he would check. A few moments later he responded back by stating that the funds were still on hold, sending me another screenshot. I contacted Paypal support again and for the second time, they stated that the funds were successfully released a while back, and that the seller should contact them themselves if the problem persists. I notified the seller to check again and received no reply for a while. He responded by stating that his phone died and need to charge. Afterwards, he sent a screenshot of his paypal page that had my money and the option to "accept the money." He continued to state that "it didn't work" and I was confused as the seller clearly had the option to accept my money.

After I asked him to accept the money, he reverted the conversation and asked out of the blue if we could just use CashApp. To my understanding, CashApp was only available for US transfers (no international means) and that transfers of money were usually instant, and not cancelable. With most power to the seller, and the seller having the power for refunds, this was incredibly fishy. Additionally, we initially agreed to use Paypal Goods and Services as a medium for exchange and he had the option to accept my money, so I don't know why he would suddenly request another payment from another platform.

After repeated diversions and non-respondings to my request for details of the Dragonball Account, I decided to send in a final word asking if he was going to accept my money and provide the account details or I would report him to EpicNPC and open a paypal dispute. I blocked him and removed our conversation discord (got screenshots of our conversation) after he didn't respond for a while.

As you can see above, both support agents have stated that funds were released to the seller.


Final Note: Paypal has already reviewed my dispute and has closed it in my favor. They stated that I would be getting a full refund in 2-5 business days. I'm creating this dispute due to the nature of the seller and this being a potential scam attempt. The most confusing portion is why he wouldn't click "accept the money" and requesting to switch over to cashapp, and ignoring my requests for the account details multiple times.
