I bought a gta account from him everything went fine but when i went online like to transfer the character it says the character has already been transferred i told him to help me he said okay but then disappeared

Right click his SKype and select Profile Details. That shows the real Skype username. Post an image of that window.,

You purchased a Gta5 account (social club) from him and wanted to transfer it to a different region, but it was already transferred?
Are you only allowed to transfer once?
Does the transfer limit ever expire or reset?

To confirm, you still have the account, but you can't transfer it, correct?

Ans:Yes i purchased a social club acccount from him and wanted to transfer to another the character details to the PC but when i wanted to do that it says it already been transfered as seen on the chat logs he agreeded to help me but then just disappered or blocked me...his skype says its online but when i click on his name it says he's offline so i thought that he blocked me.

2.Are you only allowed to transfer once?
Ans:Yes social club transfers are only once.

3.Does the transfer limit ever expire or reset?
Ans:No,Once you transfer you cant go back

To confirm, you still have the account, but you can't transfer it, correct?
Ans:Yes i still have the account and i cannot transfer...the refund part its okay if he doesn't agrees i just want to change the current email of the account to make it my own account

By transfer do you mean link Social Club to your Steam account, but it's already linked to another Steam?

From what I read if the game was purchase on Steam, it can't be unlinked. If it was purchased else where, then linked, you might be able to remove the link by submitting a request. Try that first.

Ans:No(i already have a steam account which was banned so no luck),by transferring i meant like he already has a psn linked to his account he just told me to go into the account and transfer but when i did that it wrote this account already been transfered

Ans:i already did that on my old steam account.since this account isnt linked to anything just to Tom's psn account

Actually im not sure if its his ps3 or ps4 so sorry about that...as you can see from the chat log he told me its from psn to pc and yes to transfer it to pc

Full account disclosure: The seller must state to the buyer before payment whether or not the account has ever been recalled, hacked, stolen or has received violation warnings.

This falls under our Full Disclosure rules. In this case accounts can only be linked one time and in most cases can't be unlinked. This is information that seller must provide to the buyer before selling the account. In this case the buyer also asked and Tomstud12 provided inaccurate info, so this can also be claimed as false advertising.

In either case, Tomstud12 will have to resolve this issue.

Maybe a partial refund if you want to keep the account or full refund if you don't.

Since Tomstud12 was just online, he is fully aware of this dispute. He'll have 24 hrs to resolve it, if not he'll be banned.

Tomstud12 has been banned. It does not look like he cares. You will have to file a dispute against him via Paypal. Good luck.
