I purchased an account from him/her just last week, you can see via our messages. Ive seen shes/hes done good business before. The initial exchange went off good. And I called SE just to ask questions. From what they said was because the security token was only removed a few days ago, aka when she/he sold me the account. She/He removed theirs, they are able to recover the account with just the name dob and security token software ID. It was super sneaky. I cannot provide much proof because other than the email that the account email was changed. This was done entirely through messages

And I want my money back as this is now a compromised account. The ownership off the account went OO -> Neoex -> lionheart56 -> pnguyen9 -> me. As I did a little digging. When I bought the account. I completely trust Neoex. If there was an ownership dispute the account would've been locked first til someone could verify the account entirely with a notary form.

update: pnguyen8 provided me with the security token registration key, and other information. It would of been enough to get the account back, but SE basically said due to that key being used to recall the account once today and there being a new one on the account now I would have to send a valid id to put the account back in my hands. I asked for a refund and was told "oh well thats the risk you take" and I told them that you are responsible for what you sell.

I did not get this account from the original owner to my knowledge this account has had at least 6 owners I have had numerous people reach out to me in the last 3 months saying this account was stolen from them and that they are the rightful owner. With that being said I feel fairly confident whoever had access to the account in the last couple weeks with the ability to sell it probably obtained it through nefarious means. I have no proof of this is just based on hearsay and emails I have obtained around this SE ID.

Got in contact with the OO, he said pnguyen9 came to him 2 months ago. Knowing the account was compromised
