You can feel free to do that after the dispute is handled. We do not let any user keep both the money and account, force banning it also applies to that rule.

In the case that you win the paypal dispute then if it is banned you will then be liable for the account. So getting it banned would mean a refund would be owed to him.

He is correct, there were multiple $40 payments made on the same day and I mistook him for being the other person.
