What is the dispute about? Account was sold to me and then recovered twice through support. The first time, he gave it back to me. The second, he stopped communicating and has since changed servers and obviously plans on keeping it despite me paying for it.

Approximate value of property: $25.00 USD + The cost for server transfer which was around $10 + The cost of a class change which costs $20.00 USD = $55.00 USD Total
Was a middleman used? No.
Provide information about the dispute and what lead to it: Pretty self-explanatory; scammer made me pay for an account he then recovered through support. As I'm not getting reimbursed, he scammed me my money.

At this point, I had bought the account and went my way. However, two weeks later, he messaged me with this:

Basically he had recovered the account and felt bad (?) so he gave it back to me. I changed the certified information after that yet he still managed to recover it again, a second time. Since then, absolutely no response from him and he changed servers.
Paypal proof of payment:

(The payment was done in two shots as I paid one half first and one half after).
