What is the dispute about?

I bought a genshin account off this guy for 159.71 USD, and after about four days the account got pulled back. I contact him asking if the original owner took the account back to which he said no and that he would fill out the mihoyo account recovery form. I'm asking this guy for updates and he keeps saying the same thing over and over "Yeah, as I've said the recovery form is filled and they'll response with the account recovery eta 10-14 business days, maybe earlier as I've found". Fast forward to where the problems start happening (Dec 4th), he completely stops messaging me. I gave him some time (about two weeks) since mihoyo's eta for account recovery is about 10-14 business days, and just decides to stop messaging me. It's been over a month and I've been asking for a refund from this guy and still no answer. I message him on EpicNPC, and he stil does not answer despite him being active on this site two days ago (Dec 29th). I want a refund from this guy, but I have not been able to contact him ever since he ghosted me, and I feel as though he is avoiding me by all means necessary.

Other details / notes: I am also not the first person this guy has done this to. There are a couple of other reviews of this guy where they bought an account and then it got pulled back.

Dispute and Feedback Dispute Changes
Epicnpc will no longer review disputes if one of these three Trade Guardian options is not used. There will be 2 types of disputes that can be opened.

1. Trade Guardian dispute - If TG was used, we will fully investigate as normal.
2. Scam Review - If TG was not used, only an account review will be conducted on the accused's account. We will check if they're a known scammer, previously banned member or have been accused of scams on other sites. They will then either be banned or not. An investigation into the dispute will not be conducted.
