Not giving me the account I paid for

This user Mishaelll has refused to give me the Revelation Online account I already paid him for. On top of it he tricked me over 20€ euro more than we had set. He wanted 50€ from me, as steam wallet balance. So I bought him a 50€ card which he said was a 30€ one, the support of the site I bought it from confirmed the 50€ value though. I, although, had already given him 20€ extra means he got a total of 70€. There is no chance I can get any kind of refund? Or can atleast his steam account get banned for fraud?
