Negative Feedback shouldn't have been removed.

I am creating this thread because negative feedback was removed that I submitted. Thread can be found here.

I would like to receive some clarification as to why this was removed. From the start, the user was being extremely short and a little rude. In the middle of discussing this trade, the user removed me from his contacts, and I was blocked. Why can't I give feedback towards this user, so that people in the future are aware of this? I will post screenshots below. I don't recommend trading with this user, so why can't I submit some feedback?

We do not allow feedback to be given unless a sale or trade was started. Since there was no transaction, you are not allowed to submit feedback.
