Negative feedback due to Blizzard policy change - False information

I received negative feedback after the sell of an account that had Argentina as its country. Argentina has been known for his cheap prices for character services and subs. The negative feedback links to a thread where there was an increase to Argentina subs which is not related to their issue.

The issue however, is the buyer is unable to find a way to purchase game time or character services. Blizzard rolled out a policy change preventing non-LAN cards for purchasing anything outside of their respective country. AKA if you don't have an Argentina credit card / bank - you will be unable to utilize the reoccurring sub option or purchase character services. - As reviewed here by members of the WoW community. https://us.forums.blizzard.com/en/w...policy-change-and-again-prices-changes/917292 This change apparently went live on March 23rd, 2021. I had not attempted any payments or character services on the account since before the change, so I had no idea of the change from Blizzard.

I should not be held liable nor suffer a negative dispute due to a systematic and regional policy change by Blizzard.
 
You mentioned in your post on epicnpc that the account had access to "Cheap subs and transfer services" This was the main reason I bought the account.

I'm also led to believe you were unable to add game-time to your account and this was the reason you sold the account to me because your game-time ran out on the 23rd of march (the same day as the policy changes for argentina accounts)

I had no knowledge of Blizzards policy change until you brought it to my attention and I did a google search to identify what the possible issues could be - something you did not do. You bought the account on 3/27 - you waited until early this morning on 4/2 to reach out again about the issue. I was under the assumption it was fixed since you did not respond again on 3/28.

Under Blizzards pricing plan, Argentina still has cheaper costs (Quoted from a member of the WoW Forums community). This is in their newest price modification.
6 month ARS$3.400,00 = 37.07 United States Dollar
3 month ARS$1.800,00 = 19.63 United States Dollar
1 month ARS$ 650,00 = 7.09 United States Dollar

Your negative review is labeled "Not as advertised, Cannot access cheap sub/transfer". This is false when you view the aforementioned prices. You, yourself, are unable to conduct any purchases on the account due to regional restrictions now in place by Blizzard. There are other ways around this situation, such as adding game time via digital game code or purchasing an in-store physical game card.

Added Discord messages with blocked out personal information for admins to review.

I bought an account that I can't even use. Couldn't even add gametime on the day I purchased it. I waited a couple of days to look up things like workarounds but still didn't get anything, thats why waited a little bit, I didn't want to jump the gun with a negative review. First negative review i have given anybody.
 
Well im australian so for me, the transaction occured on the 28th march but australia is 17 hours ahead of america so for him it was the 27th march.
Haystack said Blizzard changed their policy "on March 23rd, 2021" (the same day his game-time ran out on that acc)
 
According to the WoW Forums, the date of the change was the 23rd of March. Blizzard did not make a public announcement of the policy and price changes. I do not haunt the forums looking for any issues players are reporting; I simply do not have the time. I was unaware Blizzard made their change until the issue arose with Dngr. The account was purchased on March 27th.


Plain and simple, the review is false when you view the details of his review:

1 - Account was as advertised. Account is listed under Argentina country; which has access to cheaper subs and character services. At current time, Argentina prices are still cheaper when compared to US/AUS pricing.
2. - There is no solution to be had. You received exactly what you purchased. A cheap Argentina account with a green geared level 60 undead rogue.
3. - Blizzards regional change on currency conversion is not something I, nor anyone else, could have predicted NOR known about unless they went digging through WoW forums. Blizzard did not make a post about it and members only found out by contacting Blizzard's CSR.
3a. - Blizzard restricted ARS purchase currency conversions. Limiting it to only ARS held funds - requiring you to either have an Argentina credit card or banking institute. Current work around is to purchase a game time through USD/AUD via physical or digital game card and to apply it through the redeem a code section. Additionally, if you are able to locate a participating party that has access to Argentina funds, you could work out a deal to purchase the services through his funding account.

1 Month of game time = 14.99 USD / 650 ARS / 19.95 AUD
3 Months of game time = 41.97 USD / 1,800 ARS / 55.80 AUD
6 Months of game time = 77.94 USD / 3,400 ARS / 103.50 AUD

650 ARS = 7.08 USD / 9.30 AUD
1,800 ARS = 19.61 USD / 25.76 AUD
3,400 ARS = 37.03 USD / 48.66 AUD

When you break this down, ARS is still cheaper by over 50% compared to AUD and USD.
 
If that is the case, the seller had no way of knowing that they made these changes and shouldn't be held responsible.

We wont require Haystack to issue a refund, but the negative feedback can remain.

It can be changed to neutral & marked as "resolved" if you two can come up with a better resolution.

I don't necessarily agree with the allowance of the negative review to remain on my account, after you deemed I shouldn't be held responsible. However, I do respect the ruling and appreciate you taking the time to assist in this resolution.

Neither of you have been able to find any public announcement about the change from blizzard correct?

Still questionable that you didn't know about issues with that account.

I never attempted to add gametime past what was on the account initially. I ran an AQ gdkp on the rogue, acquired t2.5 chest, then a few friends decided to roll Alliance for TBC. If it was traceable to see when my payment method was removed from the account, you'd realize it was around the 17th, several days after I ran the aq40 gdkp and had the discussion with my friend group about swapping factions for TBC. I truly am sorry that Blizzard restructured their policy and limited currency conversion however, I should not suffer a negative remark on my account because of their changes, which came with zero public notice at the time of it happening.
