Need some help on how to deal with a scammer

I ended up here on EpicNPC after i was looking for rare ESO motifs.
And i found a person selling them so i contacted him on Skype

Just so you know, i'm a newbie here. Thinking this was a sound/legit website.
We made a deal and i paid the guy trough PayPal, i sent him a gift (which afterwards i realised it was a huge mistake)

10 minutes after that he said something came up and couldn't deliver that day but he would get to it the next day.
That was the last thing i heard...
The person doesn't answer me anymore on Skype, i even asked for a refund in a really polite manner, no reply...

So i'm kind of asking for your help, i probably won't get my money back but i don't want others to get ripped off either.
What do i need to do? Give him bad feedback? Send you any proof of our Skype conversation or even PayPal records?

Report it in the report a scammer section.

Scroll down all the way to the bottom of the home page and it should be there.

Someone will eventually link you so you don't have to scroll down to find it.

Thanks for the quick reply, i have 1 problem though... I was trying to determin the actual Skype ID and i checked the guide on how to do that.
I have the Windows 8 Skype app so i don't really know how to get that ID?
Maybe it's the name that's in my contact list? And i could take screenshots from the conversation in the actual Skype app, will that be enough?

The name in your contact list is the Display name, that can be changed to anything so it won't help. You should be able to get to a Full Profile view or something similar that shows the real skype username.
