open 2 browsers. Put CNN.com in the background window, shrink the window on top to about 50% size and take a screenshot of the payment via Paypal to show no dispute has been opened.

mark2k7 has been email notified as well.

If he ignores it, he'll be dealt with infractions and a temp ban if necessary to stop him from continuing to leave the feedback without proof.

My apologies for not responding to the initial feedback dispute, I forgot to update my email and never saw that he disputed the feedback.

I also contacted EpicNPC yesterday VIA PM with the proof which is why I re-added the negative feedback. EpicNPC is also the person who suggested I leave him negative feedback which I will link below along with the proof.

On 12/22 I sent EpicNPC a PM with proof that Hotsheal88 attempted to dispute payment he sent to me even though Hotsheat88 was found at fault for getting the account banned (Which means I hold no liability in the matter case closed). I received a email from Paypal (in which I have still saved and can give access to a mod to log into my email to view if needed) that shows he attempted to dispute payment over 45 days after sending payment even though EpicNPC said I was not liable or at fault.
(To clarify, if it has been 45 days after payment a dispute cannot be filed, in this case he attempted to do it after 45 days which is why it shows that payment was sent, but it did send me a email stating he attempted to dispute the charge).

I received a email a few days ago from Paypal saying that he attempted to dispute the payment he previously sent me, however since it was after 45 days they did not accept his claim... I have the email saved, should I report this matter or what would you suggest?

The transaction IDs are indeed not congruent. In case EpicNPC has done other verification I'm unaware of, I'll leave him to handle this.

Was it sent as a gift? If so, I don't believe PayPal will refer to the sender as a 'buyer' nor can it even be disputable unless for unauthorized - they won't mention about any satisfactory issues either if unauthorized. Could mar2k7 have mistook another transaction that occurred on the same day for this?

Fee amount : $0 , quite possibly a gift.

transaction IDs are different for the sender and receiver, so Mark2k7 and hotsheal88 will not have the same numbers in the screenshots.

It appears the payment was a gift as the fee was $0.00. What is a gift? If that's the case, then hotsheal88 shouldn't have had the ability to open a dispute. HOWEVER this could be a notification bug in PP's system. For example, since it's 45 days past the payment date, even if it was a Gift, maybe the 45 days notification trumps the Gift notification which is why the email was sent.

I don't know PP's system well enough to say either way.

Regardless, Mark2k7 is staying you "attempted" to file a dispute, which seems to be true from the screenshot email he posted and if that's the case, then I believe Mark2k7 has the right to leave you a negative feedback.

However I also feel that it very strange for hotsheal88 to have filed this considering the original dispute thread was closed and resolved on Nov 5th. (http://www.epicnpc.com/resolved-disputes/476144-mar2k7-need-get-resolve.html) Why would hotsheal88 wait 6 weeks after the dispute was settled to file a dispute, especially if the payment was a gift and after the 45 days? That would be very dumb.

Not sure where to go from here, but it seems hotsheal88 did try to dispute the payment, so the feedback will remain until proven otherwise.

I'll keep this open for another 48 hrs and if no further info/proof is provided it will be closed.

Let me make this clear, I have 0, LIKE 0 reason at all to dispute a damn gift after 45 days which is retarded. If admin or mod need any more information I will be happy to provide. This is dumb and holy hell it taking soo much time.

There wouldn't be a case open or closed because it was after 45 days, so your defense makes no sense in that matter. EpicNPC has already clarified the transaction issue, we both would not have the same transaction number as they are unique for the sender and receiver.

I closed my PayPal account I had used with him and cannot recall 100% how payment was sent, but I do believe it was not a gift. Also keep in mind Paypal does not charge you fees when you send a payment from your bank account from one US Paypal to another US Paypal.. so in this case it would not display a fee, the date on the email alone corroborates what I am claiming and I still feel justified in leaving negative feedback over the matter. Why would he wait 6 weeks to dispute it? I have no idea, but that doesn't change the fact that PayPal notified me that he attempted to dispute the transaction.

(To confirm what I am saying log into your Paypal, go to send a payment, type in someones email, type in a amount and select either your Paypal Balance or Bank Account and there is no fee using that method I just tried it on my end).

Mark2k7, the method you're talking about is still basically a gift payment as you need to be in the "personal" tab when sending.

Im going to compromise here. The payment appears to be a gift, which cannot be disputed, but the email shows an attempt at a dispute was made. Since these two pieces of evidence completely contradicts each other, how about the comment stays, but I change it to neutral as a compromise?

That chat just shows mar2k7 asking it to be sent as a gift, but you never sent it in that chat.

I need to see the chat showing where you sent it and mar2k7 confirming he received it. If you weren't online together when you sent payment, then just say that.

Im going to remove the feedback. There isn't enough proof one way or the other to say who's right or wrong. The payment was asked to be a Gift and with the $0.00 fee it appear to have been, although since there are other ways to send with no fees (mass payment), that doesn't prove that it actually was. As it's been too long, there's no way to verify it it was indeed a gift or not.

However as it makes no sense for hotsheal88 to wait 6 weeks after the initial dispute and way over the 45 days limit to file a dispute, I will chalk this up to some sort of Paypal bug where perhaps the email mar2k7 received was a mistake.

I will however note hotsheal88 account incase any similar issues like this should arise to keep as record.
