This is true. On our last conversation there was no specified length of time for him to get a replacement account or issue me a refund. Based on the conversation, he mentioned he "would look around for one of those accounts". I guess I took that as he was actively looking for options. Also, based on the time frame of this, I thought I would get a resolution sooner rather than later, if not just an update of things.
If it is based on a time frame that I set to get this resolved (which I never thought I had control over since I was the one complaining of how long things were taking), then I would have set one. That being said, I don't know how long a "reasonable" amount of time is expected to allow someone to replace an account. If I had my way, I would hope within a week or two. Again, not knowing if that is a reasonable amount of time.
So in my opinion, 2 weeks should be ok, but if he needs more time, I need to know why and how long he thinks he needs. Without hearing from him though, my concern was that nothing was being done.

-Edit: I also want to be clear that I never said anything like "Take however long you need" or "I am in no rush" in our conversations. I always gave him the benefit of the doubt that he was taking care of things.
