According to the EpicNPC feedback rules, the user has to actually purchase the service (not just inquire about it) to leave feedback. In this case, the user inquired about the service via discord, then when I got back to them they already had deleted me off discord since they appeared to have found another person to buy from, then left a nasty review for no apparent reason. In their feedback, they also falsified and exaggerated the facts of our interaction in order to make me look bad.
