Tommy396 is a known scammer and has been rebanned.
It's impossible for a website to permanently block someone no matter how many security features it has. Google, Facebook, Microsoft, none of them can do it, it's not something that is possible with the way the internet is setup. Recently new privacy laws make it even harder to track scammers.
We have many security features setup to block or flag previously banned members, however as previously stated, anyone with some technical knowledge will be able to bypass these. Even if they can't sometimes it takes a little time to trigger one of our security features (a few days) and during this time the scammer is able to use the site.
Any new members with no upgrades and no feedback should be considered high-risk and we recommend using our Trade Guardian middleman system in these cases.
Upgraded members means they have passes a manual account review, so the chances of them being previous banned scammer drops by 99%. Feedback is just an important, ideally you want to deal with someone that has at least a few.
