For the second time this week, the account that I purchased has been logged into and one of the characters moved from Meridian to Tempest Bay. I logged off in Meridian with an un-buffed character with exactly 1p--the character is now buffed and has 1p36g. The seller cannot provide me with the secret questions and a third party obviously has access to the account.

So you purchased the account from merkiba and the account is still being logged in on by them?

I have contacted merkiba and request they post here.
 
Yes, someone is logging in to the account and playing one of the characters. It has happened twice this week. Merkiba cannot provide the secret question answers. I cannot therefore change the email address, credit card information, nor add an authenticator. He says he is trying to get the information, but does not check is his email everyday.
 
revenge feedback is not allowed and it's been removed.

If Merkiba sold you an account where he didn't know the SQA and he didn't tell you that before you sent payment, open a dispute thread in the Active Dispute forum and post proof. He will then have to refund you or get banned.
