What is the dispute about? I used PayPal to send the funds to them. Once the transfer was completed, I sent an image as proof. He informed me that nothing had showed up on his account and that it has happened already twice this week. He mentioned how one payment was stuck and another was just delayed. He claims that once he receives payment he will immediately send me the account info. I mentioned to him that I provided proof that it was sent, to which he explained to me that users can cancel PayPal transfers once they get the info from him. To which I let him know that my payment was marked as "Completed", which stops me from being able to cancel the payment.

He said he would get in touch with me once he is home from work, but he mentioned that he is "a little far away" from home - so it will be a while until I get a response, if I ever do.

Other details / notes: I have been scammed once before last year when buying an account for a separate console. It just seems way to convenient to just suddenly mention all this info once I make payment, then stop responding completely.

Did the seller say he is the original owner? (provide proof)
What account information did the seller provide you at the time of sale? (ID, SQA, etc)
How long did you have the account before it was recalled?

I just wanted to add that I have heard from Sotodam99. We had a bit of a disagreement over Kik.

I explicitly told him that my bank has already sent the money. He told me that he will not give me the account details until he has the money in his account.

I have received no evidence that he has not already received the money, and for all I know - he could be lying to me when he says he never received the funds.

In our heated discussion, he started to claim that the problem could be on my end - despite the fact I have used PayPal for a long time and never had a problem with them.

Personally, I do not think it is my problem that the money is being held up on their end. I paid for the account, the money has left my account, yet I still haven't received the information.
 
There is no problem on your end. Your evidence shows that the money has been sent.
